This is just a crazy astounding story – The particular Amtrak route involved has a train with 3 carriages and only 1 wheelchair position per carriage. This disability rights business needed 5 staff members using wheelchairs to travel and Amtrak wanted to charge $25000 to recoup the costs of taking 2 seats out and putting them back in later!
It really seems the train permanently needs more wheelchair spaces with perhaps a fold down seat for non wheelchair passengers to use at other times – either way far better design and policies are required:
